Sexual Harassment is a form of sexual discrimination that involves unwelcome sexual advances, requests for sexual favors, and other verbal and physical conduct of a sexual nature. It is also defined as deliberate or repeated unwelcome comments, gestures, or physical contact of a sexual nature. Such conduct may be intimidating, hostile, or offensive. (Think “Locker Room Talk” about someone or persistent unwanted flirting)
Sexual Assault is rape, forced oral or anal sex, other unwanted sexual contact, or attempt to commit these acts.
Sexual Assault can occur if any act of sexual nature occurs where consent is not present. Consent is defined as words or overt acts indicating a freely given agreement to the sexual contact at issue by a competent person.
An expression of lack of consent through words or conduct means there is no consent.
Lack of verbal or physical resistance or submission resulting from the accused’s use of force, threat of force, or placing another person in fear does not constitute consent.
Regardless of the relationship between two people, consent must be present every time there is sexual conduct. A relationship does not imply consent.
-Grabbing without permission
-Making someone give (or receive) oral sex
-Touching a person while incapacitated
-Threatening or coercing someone to have sex
-Touching with an object without consent
-Having sex with someone without consent

All documentation is confidential. We bring safety, confidence, and control to someone’s situation. We provide the opportunity for people to document an experience to their Safe Haven account. This documentation is, and will remain, completely private until you advise Safe Haven that you’d like to take action. You also can request that we contact you to discuss your documented experience.
The purpose for this service is to allow individuals to document as much fact as possible and to have that documentation for as long as you want. Such documentation can be used to show consistent inappropriate behavior by an individual as we analyze all documentation collectively. This will lead to getting AFA SARC’s involved—if/when an individual decides to do so.
Safe Haven will never take action on anything without contacting you first and getting your approval.

A SARC is an individual assigned to a military base that is dedicated to help you properly report a sexual incident that happened to you. If you contact the SARC you have the option to either file a Restricted or Unrestricted Report.

A restricted report is confidential. It enables the victim to report allegations of sexual assault to a SARC, a victim advocate, medical professionals or Special Victims Counsel without triggering an investigation.

Unrestricted reports are not confidential and happen automatically when victims report an assault to their chain of command, security forces or the Office of Special Investigations. If a victim uses the unrestricted reporting method, the wing commander, OSI and the individual’s unit commander are informed. Other leadership is informed only on a need-to-know basis. OSI will conduct an investigation and a no-contact order may be given.
If you file a restricted report, you have the option to change to an unrestricted report at any time. However if you file an unrestricted report, you will not be able to change back to a restricted report.
Bottom Line: If you wish to get more information on the types of reporting we recommend that you contact your local SARC. Just know that by talking to a SARC you are NOT required to make a report at all. You can just call and get information. They are 100% confidential until you make a report.

Military Chaplains are a 100% confidential resource. You can call and talk to them about anything and by law they are not allowed to share anything that you talk about with anyone. Call them and set up a meeting where you can talk to someone without fear of them telling anyone.
